Resurfacing for the 6th consecutive congressional session, this bill strives to repeal the income tax, employment tax, and estate and gift tax, and to replace them with a national sales tax at a rate of 23%. It sets forth provisions for the states’ collection of sales tax revenues and the Treasury’s handling of the remittances of such revenues while setting up two new tax bureaus in the Department of Treasury in the place of the IRS.

In the past year or so, the Federal Reserve has given banks more than $2 trillion in loan guarantees in an attempt to forestall the economic crisis. But information on where all this money has gone and what kind of securities the Fed has accepted in exchange is unavailable. Since the Fed is a quasi-public institution, they aren’t obliged to tell us, even though they are pushing around public money. “The contrast is pretty clear,” says Sen. Bernard Sanders [I, VT], who is sponsoring the Senate version (S.604), “if you want to know who received the money under TARP, go to the website, it’s there. If you want to know who received the money from the Fed, it ain’t there.”

This is the big health care reform bill in the House of Representatives that will be debated and voted on during the week of November 2nd. It is the final, reconciled version of the health care bill that was amended by three House committees over the summer. Broadly, it seeks to expand health care coverage to the approximately 40 million Americans who are currently uninsured by lowering the cost of health care and making the system more efficient. To that end, it includes a new government-run insurance plan (a.k.a. a public option) to compete with the private companies, a requirement that all Americans have health insurance, a ban on denying coverage because of a pre-existing condition and, to pay for it all, a surtax on individuals with incomes above $500,000.

Federal Reserve Sunshine Act of 2009 - Repeals the authority of the Comptroller General to carry out an onsite examination of an open insured bank or bank holding company only if the appropriate federal regulatory agency has consented in writing. (Retains the authority of the Comptroller General to audit a federal agency.) Directs the Comptroller General to complete, before the end of 2010, an audit of the Board of Governors of the Federal Reserve System and of the federal reserve banks, followed by a detailed report to Congress.

Governments at all levels have been spending way too much money. The federal government is especially guilty of this, as they pile up the debt, deficits and unfunded liabilities. They are taxing, borrowing or printing money with no end in sight. This madness has to stop, and that is why we are demanding that they stop the wasteful spending and stop burdening taxpayers with more debt. This protest is about defending our liberty, and about restoring our Constitution by reducing the size and scope of the federal government.

The Project On Government Oversight (POGO) is an independent nonprofit that investigates and exposes corruption and other misconduct in order to achieve a more effective, accountable, open, and ethical federal government. Founded in 1981, POGO (which was then known as Project on Military Procurement) originally worked to expose outrageously overpriced military spending on items such as a $7,600 coffee maker and a $436 hammer. In 1990, after many successes reforming military spending, including a Pentagon spending freeze at the height of the Cold War, POGO decided to expand its mandate and investigate waste, fraud, and abuse throughout the federal government.
Throughout its history, POGO's work has been applauded by Members of Congress from both sides of the aisle, federal workers and whistleblowers, other nonprofits, and the media.

WashingtonWatch.com starts with government predictions about the costs or savings from proposed changes to government spending, taxation, and regulation. We take these predictions and calculate their “net present value.” That is the value today of changes to future spending, taxes, or regulation.
Then, we divide that “net present value” calculation by the total number of people in the United States. The resulting figures convey the significance to average Americans — in dollars and cents — of proposed changes to the nation's policies.
WashingtonWatch.com takes the perspective of individual citizens: An increased tax is treated as a “cost” because it takes money from people and businesses. Under the Congressional Budget and Impoundment Control Act of 1974 the annual Congressional budget process begins with adopting a concurrent resolution on the budget that sets forth total levels of spending and revenues, and broad spending priorities, for several fiscal years. As a concurrent resolution, it is approved by the House and Senate but does not become law. No funds are spent or revenues raised under the budget resolution. Instead, it serves as an enforceable blueprint for Congressional action on spending and revenue legislation.
CBO assists the House and Senate Budget Committees, and the Congress more generally, by preparing reports and analyses. In accordance with the CBO's mandate to provide objective and impartial analysis, CBO's reports contain no policy recommendations.

Per the April 3rd, 2009 memorandum detailing guidelines for programs and activities enacted in the American Recovery and Reinvestment Act (Recovery Act) of 2009, the agencies receiving recovery funds developed formal documented plans for how the recovery funds will be applied and managed. The Agency Plans describe broad Recovery Act goals and the coordination efforts among different parts of the agency towards successful implementation and monitoring.
In addition, each agency has provided a summary of the processes in place for senior managers to regularly review the progress and performance of major programs, including identifying areas of risk and completing corrective actions.
